DETIX conducts investigations for public authorities, municipalities and public institutions to clarify specific concerns discreetly. We assist municipal enterprises, utilities, public transport operators, swimming pools, public housing providers and other public bodies with operational and financial enquiries. Findings are documented to support your next decisions. Assignments in Germany and abroad are coordinated from Dieburg near Frankfurt am Main.
Investigating specific employee-related concerns
Where there are specific indications of time fraud, theft, misappropriation, unauthorised secondary employment or feigned incapacity for work, we assess suitable investigative options. A sick note or a permitted leisure activity does not by itself establish suspected misconduct. The grounds, permissible scope and less intrusive alternatives are discussed with the responsible officers before work begins. Where justified in the individual case, targeted SURVEILLANCE can help clarify the facts.
Cash discrepancies and irregularities in municipal facilities
Repeated shortfalls in swimming pool admission revenue may result from recording errors or payments being improperly retained. We compare lawfully supplied records, timelines and verifiable transactions. Where there are specific grounds, lawful test purchases or observation of agreed processes may be appropriate. Enquiries into revenue losses, missing assets and other suspected financial offences in leisure facilities, utilities or transport operations follow defined questions. Findings that explain or dispel a suspicion are also recorded.
Business partners, corporate connections and compliance
Where supplier relationships appear unusual or conflicts of interest are suspected, we research corporate structures, shareholdings and publicly documented connections. Our company and background checks support an informed assessment. Additional CORPORATE INVESTIGATIONS may help clarify specific financial concerns. A personal connection alone does not establish a breach of duty or improper influence.
Documenting damage and unauthorised use of property
For public housing providers, property managers and municipal facility operators, we document specific incidents of damage, unauthorised use and repeated infringements of property rights. Examples include recurring damage to a facility or use of restricted operational premises. Access rights, observation areas and the scope of documentation are agreed beforehand, with due regard for protected residential and private spaces.
OSINT and digital research with verifiable references
With OSINT and digital research , we lawfully examine publicly accessible information for a defined purpose. Person and company enquiries may cover business websites, register information and relevant timelines. We assess identity matches, currency and evidential limits. Public availability does not permit unrestricted data collection; accessing protected accounts is not part of this service.
Coordinating international investigations
Where an assignment involves another country, DETIX can arrange research and coordinate deployments at short notice through its international investigator network, for example in Los Angeles, Singapore or other business centres. Rapid coordination does not mean a team is immediately available for operational work everywhere. The actual start depends on local capacity, legal requirements, information access and the assignment. Country-specific options and cross-border data transfers are assessed in advance. See our international service areas.
Investigations for public authorities: scope and safeguards
Before work begins, we agree the grounds, objectives, permissible methods, budget and reporting arrangements. We consider the applicable legal bases, proportionality and affected individuals’ rights with your legal team and, where appropriate, data protection officer. Any required staff or works council involvement is also considered. The commissioning body clarifies procurement requirements and internal approvals before awarding the assignment. DETIX provides private fact-finding services and does not exercise sovereign or statutory enforcement powers.
Your report distinguishes substantiated findings, unverified leads and unresolved questions. It also records exculpatory findings and limitations of the research. Recipients, secure delivery and document handling are agreed for the assignment. Legal assessment and any disciplinary, employment or criminal proceedings remain with the competent bodies. Admissibility in court is not guaranteed.
Frequently asked questions from public-sector clients
Which public-sector organisations can DETIX assist?
We consider enquiries from public authorities, local government, municipal enterprises, public companies and other public bodies. These include utilities, transport operators, swimming pools, leisure facilities and public housing providers. Acceptance depends on the specific questions and applicable legal requirements.
Is a general suspicion enough to investigate an employee?
No. A proposed measure needs sufficient grounds and an appropriate legal basis. Factual indications, necessity and proportionality must be assessed and documented beforehand. A general wish to monitor staff does not justify surveillance without specific grounds.
Can DETIX investigate missing swimming pool admission revenue?
Yes, subject to a case-specific assessment. We define the relevant period and processes with you and examine lawfully available information. The aim is to establish the cause, considering recording errors and innocent explanations alongside indications that payments were retained.
Does DETIX act in place of the police or enforcement authorities?
No. We support private enquiries into operational and financial matters using lawful methods. This does not confer police powers, coercive powers or authority to make sovereign decisions. Any official action remains the responsibility of the competent authorities.
How are procurement, costs and confidentiality addressed?
We prepare a proposal with scope and budget based on the agreed questions. The public body assesses the required procurement procedure and its approvals. Contacts, reporting arrangements, recipients and the exchange of sensitive records are agreed before work starts. Additional measures require separate agreement.
Can international operations begin immediately?
Our network enables coordination at short notice. We establish whether and when work can begin locally for the particular country and assignment. Availability, local legal requirements and scope must be confirmed before an operational commitment is made.
